Far-Flung Districts

In South Africa, many Churches have far-flung districts. It is more or less hopeless for a minister to service them -- so they often appoint district deacons or deaconesses. Such people may be humble folk, with a great desire to glorify God, but without the most basic "tools" a minister would have -- for example, a Bible Commentary or a Manual for (Lay) Ministers. How should they know where to start? Who even knows of their struggles and sacrifice? OBSERVATION: Personally I admire them for the leadership they give. I wish they could have more help.
