In Two Places

Earlier this month, I was checking my mail, when a message popped up to warn me that my mail was being accessed from another location, simultaneously. The message vanished, and popped up again later. I saved the details, checked who owned the IP address, and further checked its location. Web Africa owned it, but there were two locations in four checks: one medical, and three governmental -- the same government agency in all three cases. I asked experts what this meant. They were not agreed. Possibly someone, anyone, had obtained my password, and was using it (therefore change it, fast), possibly I myself had opened my account in another location. OBSERVATION: It seems undecidable.
