Urban ministry is known to be more critical or borderline than suburban or country ministry. I am of the view that such critical ministry can, by and large, only succeed where Congregationalism is applied -- not primarily as a concept of Church government, but as a spiritual principle which suffuses everything. Without it, one loses the advantage. By "Congregational" I do not mean merely those Churches which carry the name "Congregational", but those who apply the spiritual principle.
