Rejected by Human or Machine?

I sought to discover whether e-mail bounce messages can be deliberate, or whether one's mail just got bounced by the system (I recently received many bounce messages from the police, specifically IPID). The answer is, it could be either. An organisation can give one the impression that the problem lies with their system, where in fact a human is deliberately stopping one's e-mails. The messages I received most recently from IPID were "Insufficient System Resources" on two separate hosts. OBSERVATION: So there are two possibilities. Either IPID sent me faked messages, or the whole country lost access to IPID, for days at a time. That's e-mail access of course, involving a set of e-mail addresses.
