Society's Time

This is a classic. I paid for my car license in December, via the City's eServices. The City informed me that I would receive it within 15 days. But shortly after, they informed me that I would receive it within 30 days. 30 days? This could put my car off the road, just when I needed it most. So I fetched my license at the City's offices. But now I needed to pay twice, because the City's offices were (call it) System A, and my first payment was on System B. I asked the City for a refund from System B. So they shunted the System B monies to System C, requesting several documents of me (which took me hours). Yet while I was busy with this, System B informed me that my original payment was still "in process". In process? Then the City should stop the payment, not refund it, or I would be paid for nothing. But the payment was not in fact "in process". That was System B mis-reporting ... (I am told that the resolution of the problem is near). OBSERVATION: However, this goes to society. This kind of confusion wastes a society's time. Although this is not major, it does drag down the whole just a little bit more.
