Financial exclusion is a big issue at the University of Cape Town at the moment. I once ran into a problem of financial exclusion, of a different sort -- yet brought about by the government all the same. I was admitted to the prestigious Fuller Theological Seminary, but couldn't pay my fees -- due to bureaucratic delays here in Africa. The seminary wanted payment in 14 days. The South African government said they could approve it in 90 days. The seminary suspended me. I tried to impress upon them that money didn't flow in Africa as it did in the USA. They permitted me to start classes in the interim. I took the photo of a student protest some years ago.
