Tricks of Corruption

Ministers tend to become aware of the mechanics of corruption many, many years before the public becomes aware of them, or even law enforcement. And if one speaks of them years too soon, people may look at one in disbelief. Today there is an example in the news. For a long time, I have known that officials change the wording of laws, then present an altered wording to the public, and on that basis dismiss a case, or make a case, and so on. At the same time, they may make it difficult or impossible to access the original wording. Yesterday the Daily Maverick reported that the wording of the Executive Ethics Code had been altered in a report of the Public Protector: “Having effected the change in the code, the Public Protector proceeded to conclude that the President had violated the code." OBSERVATION: This trick is now out in public.  In fact this particular case was known a little earlier than this, but it is now in the spotlight.
