Missing the Point

The BBC put a tragedy in Johannesburg, in which nearly 80 people lost their lives in a fire, down to South Africa's Prevention of Illegal Eviction (PIE) Act. Evictions did not occur, which would have saved people's lives. It demonstrates how the law can miss the point. If the PIE Act had been prefaced with something simple like this: "All residents shall live with dignity," all would have been well. The BBC article is at Johannesburg Fire. OBSERVATION: But even then, the PIE Act was contravened, as it forbids "real and imminent danger of substantial injury or damage".
