Cultivating Confidence

In my experience as a minister, if one opens something up, and if people know the rules, and have experience of the rules -- "This is how we operate" -- and if one deals with a matter fairly and decisively, then this settles a congregation and ensures that things work out. Conversely, if one does not give people that kind of security, there will be rumours and anger and suspicions, and so on.
