Backdating Policy

A while back, I had some trouble with the way that a notable person used social media. I put it to them, then to their organisation. Their organisation wrote to say that they had no social media policy, but it was overdue, and they were looking to put one in place. Today, they have a comprehensive social media policy in place, available on the Internet, and backdated two years. OBSERVATION: Backdated? Which is to say, the date is put back two years. That's a puzzlement. Or perhaps not.
