Should One Punish?

I recently listed a considerable series of raids (one may choose one's preferred term) which I experienced. In some instances, the police bafflingly refused to open cases. However, they recently did some investigation into an unopened case. This week they informed me that they were on the point of making an arrest -- and they clearly have the right man. All they need now is my signature on an affidavit. I know from experience in ministry, though -- from the pastoral side -- what it is to commit someone to the criminal system. I have asked the police to give me until Monday to make a decision (but I think I shall sign the affidavit). OBSERVATION: The culprit is not connected, though, to the raids which are most worrying, so we have not cracked the big problem.
