A water disaster was declared in Cape Town this month. But years ago, the national government issued warnings such as the above. Averaging out predictions, it foretold acute problems with shifting patterns of precipitation in Cape Town, with the worst of it happening from March to May (the second image above). And there were average figures of rainfall and storage, which showed that the two had come perilously close to each other (within 10%). One wonders whether the city was paying attention, or what they thought (think) about the predictions.
