Wife E and I visited a Town Council today, to discuss how to build on to my parents-in law's new (retirement) house. It is a big tangle. I would put it down to "interoperability" (or lack of it) of tradition and modernisation. The family arranged a home for my parents-in-law in their retirement -- and they moved in. That is the tradition. The Council looked it up, and said that the house was registered in two names, both deceased. One was a close relative, but his wife had co-ownership, and she had about ten children. Further, although they had been husband and wife, this was never registered, therefore they didn't have her correct name. As to where to begin, in bringing all this up to date, no one knows -- but without it, one cannot build on to the house.
