It's a photo of my parents-in-law's only tap, mounted on the outside of their house. Being newcomers to town life, we said to them no, not a brass tap, that will be stolen fast. And it was. Not to speak of the water they lost through the theft. However, this post is about the culture of non-reporting in our townships, even for things which would normally be regarded as major. Your front door gets carried away -- you don't report it. Your windows get smashed -- you don't report it. No doubt many people consider reporting a useless exercise. The trouble is, in this way a culture of vandalism, waste, and destruction settles in. It is accepted. It is the norm.
