Willful Destruction

Here is a town council which stands by its word. There were massive "service delivery" riots in Thembalethu, one of South Africa's larger townships.  The council said, no way will we repair willful damage, not ever. The central traffic lights were destroyed in the riots (pictured), and are still out of commission -- two years later, I think. At least, this is how locals tell the story. I took the photo yesterday.
