Grades in the USA

I still plan to celebrate my US graduation at the Mt. Nelson Hotel in Cape Town (years later). I was reminded of it today. I obtained extraordinarily high grades (94% total), and it was a well accredited institution (regional US accreditation). But one semester, it became too much. I asked them for a re-mark -- to drop my grade. They explained it to me like this (see the image). They graphed all the grades (above left), then they shifted them up, so that the highest grade touched 100%. OBSERVATION: I might have misunderstood this. Feel free to drop a comment below.
