Faking the Rules

There is a common subterfuge in South Africa, and no doubt all over the world. Organisations typically have rules by which they operate, and these rules are contained in constitutions, manuals, codes of conduct, and so on. If therefore your organisation is having trouble with a person who has a genuine concern -- but you would rather shut it down -- fake the rules. This is quite easily done. One hopes that the person concerned has never seen the rules -- now, inform them of rules which don't exist. Some examples, which were all fictions: no, members of the public are excluded; no, we have an indefinite extension of time; no, you only had three days to respond ... OBSERVATION: It happened to me last week, and I am still contemplating what to do with it, although I think I know.
