Browsing the e-mails in my Inbox this morning, here is the kind of message that many or most ministers may receive -- I have obscured the details. It carries the South African coat of arms. It is a message from a departmental investigator. They want to communicate over the phone. From experience, this has "CAUTION" written all over it. An investigator wishes to discuss a case, rather than -- first of all, as would be required here -- providing a reference and some ground rules.
OBSERVATION: An e-mail such as this could be completely innocent, but often it is not.
