‘Administered by Evil Men’

I have been reading the Augsburg Confession of 1530, for bedtime reading. It is one of the earliest and most important confessions of the Protestant Church. Yesterday I arrived at Article VII, "What the Church Is". This has the unusual statement that

"since in this life many hypocrites and evil persons are mingled among the believers, it is allowable to use the sacraments which are administered by evil men ... Both the sacraments and the Word are effective because of the institution and commandment of Christ, even when administered by evil men".

Perhaps I should not get out of my depth by commenting on this specifically. What has, however, been a firm emphasis in my (ministerial) circles is that God uses weak and fallible people in ministry, and that results in ministry do not depend on the minister's own person or efforts. Perhaps that traces back to Augsburg ...
