Just a few years ago, in a township I visit regularly, police forbade vigilante justice -- threatening residents with firm action if they should try. That has now changed. The police are no longer interested in vigilante justice, and residents have developed a system of whistles. If a wrongdoer should be spotted, they blow whistles, capture them, and administer "justice". A resident told me: "If we catch them, they are hospital cases, guaranteed." This has brought about a marked reduction in crime in the township. OBSERVATION: Which I merely observe, not endorse.
