Meticulous Accounting
My maternal grandfather was a senior civil servant. Recently I saw a list of personal items he gave account for to the government wardrobe: so many gloves, so many shoes, shirts, handkerchiefs, and so on. This was checked by multiple people. If he wished to keep any, a note was made in the record, and payment was considered. Compare this with today where, as one example, a million rounds of ammunition are unaccounted for in the South African police each year. OBSERVATION: There seems to be a stark contrast today with the meticulous accounting of so many years ago.
