In ministry, I have had an "uncapped" entertainment allowance. The only condition has been that I present receipts to the Church. One might think of the minister spending weekends in Mauritius with friends (a popular local destination). In fact I have used the allowance almost exclusively to invite newcomers for coffee, or for breakfast. I have chosen quiet venues, where we could really talk. These meetings had a greater impact, I felt, than mere vestry meetings. People felt honoured to be invited out by the minister, and there was a kind of bond after that which endured. It was worth the entertainment allowance, for the Church.
