Guanxi in Government

There is a system of government which goes by the general name of Guanxi. This may not be total, but may sit beside other systems of government such as democracy, oligarchy, or monarchy. It is a system whereby strong personal ties override the separation of powers and the decision-making processes of the state. In South Africa, while Guanxi is not universal, it is strong, and it pops up everywhere. OBSERVATION: I think on this in the context of the tragic killing of George Floyd in the USA. One thinks one can depend on the police, the coroner, the prosecutor, the governor, all to do their separate jobs single-mindedly. But I suspect Guanxi in the mix.
