At the moment, I am staying in a South African township. On any given day, one would have little clue, or none, that COVID-19 regulations were promulgated in this country. The same for the neighbouring township, which I visited this morning. Among hundreds of people, I have seen only one wearing a face mask -- two, if one counts a young boy with a face mask around his neck. In the nearby town, however, perhaps four-fifths of people follow regulations. But the majority of those people enter and exit the townships each day.
