It's a small circuit I designed. It has been quite popular. It is possible to see this flasher at kilometres' distance from all directions -- depending on the lamp which is used, up to 36 Watts. I myself used a 12V 1.5W white LED bulb. The circuit has an “off” period of about 20 seconds, and an “on” period about 0.1 seconds. Reduce C1 to 22µ to double the speed. It would be a good idea, with this circuit, to add a supply decoupling capacitor, say 10 000µ. The circuit is relatively light on power. You may click on the image to enlarge.
