Additional Staff

I attended a Church Meeting today. The Church had clearly taken a quantum leap over the year before. It was all abuzz. But what changed things? My guess: two new trainee ministers. Could the Church afford them? Definitely not. Did their appointment hurt the Church's finances? No. This question has come up throughout my ministr(ies): shall we call additional staff, where we cannot afford it?
• Once I myself was called as additional (assistant) minister, where the Church could not afford it. I was in the meeting where the treasurer objected!
• Twice I was called as minister where the Church had been without a minister for some time. Here it was also a question: can we afford it?
• Four times, Churches under my ministry called additional staff (not counting working class). In two cases, affordability was an issue.
OBSERVATION: In all of the cases above, it was a good decision to increase staff, and the Church leapt ahead. Twice, though, it went wrong. Once, the Church first wanted an assistant to receive more training. Once, people circulated a rumour that the minister wanted an assistant because he was lazy, and that put an end to that.
