Rules for Charity

My urban ministr(ies) were marked by ever increasing pressure on the Church's charity. When I first started in urban ministry, there was a single vagrant in the area, who was well known to all. But in later years, there were hundreds of vagabonds -- and increasingly, people within the Church who were in dire straits. Apart from this, needy people were becoming more and more aggressive. As minister, I was overwhelmed -- and our fund was overwhelmed. Here, the Church diaconate stepped in, and laid down rules which made it possible simply to quote the rules -- and to get some order into the way this was handled. OBSERVATION: So we were working to capacity to help people, but in some kind of orderly way.
