Separation of Powers (Not)
Elsewhere, I reported that I had sent a complaint re the South African Police Service (SAPS) to the Independent Police Investigative Directorate (IPID). For the first time, I had all the information that I needed -- or thought I needed -- in one place. But the IPID copied my complaint straight to the SAPS, no questions asked. I contacted the SAPS and said, 'There is a separation of powers.' As best I can see, one just doesn't do that. If one does do that, why? OBSERVATION: This, I think, is one of the core problems of our Republic, and it is not well understood by the public. The Chinese call it guanxi. It is a breakdown (as one would interpret it in the West) of the separation of powers. I have sought professional opinion before I take another step.
