This is a fence, erected on Cape Town's Atlantic coast, to enable indigenous fauna to recover. Apart from its cost, this is actually a very good idea. It forms the basis of (for example) the Half Earth Project: the biologist Edward Wilson advocates the protection of half the land and sea on the planet, as a "first, emergency solution" while we figure things out.
OBSERVATION: My own position is that we shall not figure things out. Just place it out of bounds.
