There is a phrase one often comes across in South Africa: "corruption and/or maladministration". As an example, the Human Rights Commission uses it. It is sometimes very hard to tell the difference. For instance, suppose that someone transgresses a section of an Act of Parliament -- and following from that, an organisation permits them to transgress it -- they condone the transgression. Is it corruption? Maybe. At least in the sense of corrupting sound procedure. Or maladministration? Perhaps they didn't know the Act of Parliament -- or they were too dim to see that it applies -- or too scattered to apply themselves. OBSERVATION: In either case, though, people ought to know. They have that duty.
