There is something in Churches which one calls "caucusing". Basically, it means meetings behind meetings, or meetings on the side. In the Congregational Church, it is generally proscribed. Here is an example from a Congregational Church constitution:
Members are not to attend unofficial caucus meetings.The penalty for doing so, in this case, is removal from membership. To put it simply, all the members must be included in everything. OBSERVATION: Even a diaconate may become an unofficial caucus, if it takes away power from the members.
