I visited the Dept. of Home Affairs yesterday with wife E. We went together to apply for new South African smart card ID's. Both she and I are South African citizens. Wife E. was admitted. I was turned away. "Why?" I asked. A clerk put her finger on a word in my current ID: "ENGLAND". "You weren't born in South Africa. You were born in England." She advised me to speak with a manager. The manager explained:
"Head office is busy trying to sort this out, because we have got citizens of this country who were born abroad. Our head office now is busy with this kind of fact. This has not yet been sorted out. We are doing only citizens who were born in South Africa. South Africans, that's all."I sought a second opinion. Another manager explained:
"The system doesn't allow those people who were born outside, even if they are South African citizens, yes. The system will allow it later. They are still installing it. All the people who are born outside the country -- that place -- they cannot obtain a smart card."
